Safe or not?

There's been a lot of discussion about BP loading for shotguns here lately, so I thought I'd have a go. I got some discarded hulls and after trimming several I have found that the brass base will actually spin on the plastic some are quite loose, others are tighter, but still do it. About half do what you would expect and don't turn at all.

Are the loose based ones safe to shoot? They are low base, once fired Winchester hulls marked "Winner 2000".

NO. They certainly aren't hulls you want to take a chance with. Winchester AA's, Remington STS, Federal gold medal would be the choice hulls. Most of the hulls used in economy factory loads are definitely throw-away hulls.
