Rechamber - no - rebarreled - probably but it would void warranty and you'd be blazing a trail that I have not heard of anyone doing before.

Don't see why not, though the barrel might get pricey when you figure turning and fitting a blank. No other reason why not come to mind, unless the Tavor has some highly specialized locking and cycling mechanism. AR-15's are done routinely, so why not another semi-auto military-inspired rifle?

as it takes AR magazines - I assume it closely copies the AR bolt head - you'd have to find a 30 caliber barrel maker who does AR barrels but is willing to do custom one off to the Tavor's dimensions.
