Reloading mil surp rounds

I have 20 or 30 military surplus 7.62x54 rounds that didn't go bang. Is it safe to pull these rounds and load them in a Lapua case with CCI primers to the same OAL and the same powder charge? Basically I want to just transfer the powder and bullet to another case and new primer.

Yes. I have done that many times and have even pressure tested such in 7.62x54R w/o any problems.
