Anyone have any idea what this is? A buddy has it and claims it is lead, and it well may be, but it doesn't look like the lead I have. I was thinking maybe out of a bullet trap. Looks almost like hairs coming out of it. A little afraid to put it in my melter.

Check it for hardness and get a torch to see how easily it melts and what the runoff looks like after melting a bit.

Looks to me like someone melted lead and poured it into a mold formed in the dirt!

Looks like water emersion, some kind of fishing trap weight, bouy weight?

A few drops of meuratic acid will tell you if it has any zinc in it. As a boolit caster that test eliminates a lot of guess work. If no zinc bubbles, it should be usable in an alloy for casting.
As WW and such become harder to find, don't pass anything up.
