Do I need to use a filler if I am using 700X in a 223 with CB?

larry gibson has a stickey on fillers.
it gives a very good outline of when to use them and why/when they are necessary.
there are a few times when a lowered amount of fast powders [mainly unique]
will benefit from a filler but those times are few and far between.
