I have two Winchester pre-64 model 70 rifles in 30-06. I noticed they are both capable of using stripper clips. Was this a normal feature for this rifle? I have only seen this on mil-spec rifles.None of my other model 70 rifles have this.

Am no expert. However I think you have service rifle match rifles.
Have only heard them referred to as “model 70 match rifle”. Pretty sure they were a factory item but you can bet some were gunsmith made. They should have iron sights if original.
Stripper clips or a magazine of five rounds are required for Service rifle competition. Been a while since I read the NRA rule book.

Pre WW2 Model 70's had stripper guides as did some post war Target models !
Serial numbers can tell what year they were made.
