OK,,,
for a thinnish barrel would windage be affected as the barrel heats up ?

at 100 yds the first 3 shots (cold barrel) were right on with respect to windage
barrel is getting warmer
the final 7 shots all grouped well (elevation) but were 1"+- left of the first three
your thoughts would be appreciated

it could be the bbl but i'd bet it's more the attatchment points.
the bbl reciever interface,or the forearm.
or you moving the gun on the rest.
10 shots in about an inch and half from a lever gun is good, real good.
i have had several remington 700's that would barely do 1-1/2 inches for 5 shots.

I did check the attachment points...all good ....and I did pay attention to moving the gun at rest, was very conscious of that...

The 99c .243 I picked up awhile back does the same thing. I've been shooting 1 round then jacking another in, like a follow up shot hunting. It will put the 1st on target & the 2nd 3/4" to 1" to the left everytime I try it. And it's done it with 2 differant forearms. If yours is keeping 10 shots in 1 & 1/2"you've realy got a keeper like runfiverun said.

The 99 Savage is a good solid hunting rifle, shame they quit making them.
