I slugged my mosin this morning and it measured out at .315". I was interested in getting a lee c312-185-1R mold for it. Will the lee mold cast over size enough to be usable or do I need to step up to the c324-175-1r? Can the 324 be sized down to .315 with out damage to the lube grooves? Thanks in advance!

I don't know about sizing down to .315, but if you size down to .321 and if fits, I'd start there. I like big boolits.
Do you have any fire formed brass? How big a boolit will fit in it?

My Lee 312-185 drops ACWW at .312" so I really doubt that you will be able to find one that gets even close to .315". I would measure the necks of a few fired cases, if you have any, or slug the throat to see how big a boolit you can use.

You could size it down and then paper patch it up to .315

312-185 makes .312" with 50/50 alloy, .3125 with straight clip-on wheel weights.
Do as others have suggested and measure the ID of a fireformed case neck. If you don't have one, make an impact slug of the chamber and throat.
