Is there enough sight adjustment to make this Boolit hit POA @ 50 yards?
Loaded with 20gr. 296

Yes unless your Ruger came with the TDS front sight that many leave the factory with...

Gee. Thanks. Bought it new 6-7 years ago. 4 5/8" tube.
Nobody has any feedback with this Boolit and this firearm??

My 4 5/8" SBH is very accurate with the Lee 310gr but shoots them too high for the amount of adjustment available. I had a replacement front sight made that corrected the issue but ended up filing it down as I found that I prefer lighter boolits in the little gun and didn't want to run around with the rear sight cranked up as high as it would go for 90% of my shooting.

I never had any problems with my sbh shooting 300, 310 and 300 gr cast over 21-22.5 gr of H-110, even with the 330gr clocing 1300 fps. It started as a 7 1/2", and I cut it down to 4 5/8" and re-soldered the factory sight. Don't know of the newer guns use different height front sites.

That boolit seems to be perfect with 21.5 gr of 296. Just enough velocity to hit lower too.
It will depend on your original front sight. Ruger has all kinds of front sight heights that you can get cheap. The screw on sights are great, you can change them.

Here is the treatment all of my shooters got. The sight I used was the .595" factory Ruger sight.
