HELP mold casting under size

Ihave a RCBS 7mm 145 gr. silhouette mold that is casting under size boolits, the bands measure .283 no matter what I do. I have tried casting at 600,650,700 degrees with no change. I have tried straight ww and ww with 12" of 95/5 1/8" dia. solder with no change in diameter. I am at a loss as to what to try next.
