Stupid question, can a .309 be sized up to .311

Within practicle or financial reason, no. I know next to nothing about paper patching or whether it might solve your problem, but I doubt it.

the short answer is No! Your boolit would have to be swaged up to .311 (swage = up in size, size = smaller diameter) ! It would be "slightly" more cost effective to have a custom mould cut by Tom @ accurate mould if need be . Unless of course you plan on shooting ALOT of swaged up slugs! YMMV.
