Not in this caliber but it sure works in 308, 223, 9.3x62, 30-06.
Very versatile and very accurate

Varget should work, since burn rate is same as 4895.
My shooting partner shoots 31 gr 4895 in his Marlin 38-55CB.

This is a link to the ADI Thales site for the page on te 38/55 in their reloading manual (it may not work and they might want you to go through the warning and acknowledgement page). varget is AR2208 in Australia (where it is made). they don't recommend it and only recommend their powders that are a touch faster than AR2208/Varget. With that in mind, you would probably get better performance out of something a bit faster.

Any recommended powders to try to get 1200-1400 fps in the 38-55 using the Lee 250 gr and close to a full case?

Nope! You ain't gonna' get anything slow enough that approaches case capacity that wouldn't leave half the barrel full of unburnt powder.
Go 10 gr of Unique, or 11gr of Herco, I'm a herco fan cause I got an 8# jug.
That'll give you ~ the above target velocity, complete burn, non position sensitive, good accuracy in all kinds of straight wall cases.
Just be careful not to double charge.

I use Varget in my 38-55. However, I must let you know it is a rebarreled P-14 bolt action. Pretty well enough powder in the case that the 310gr BRP boolit compresses the powder about .050". I have no idea on the pressure, but I can hit a 6"x6" gong at 500yds easily, as long as there is no wind.
This might work in a new high wall or Ruger #1 ,but don't know about using it in anything else.
