I'm finding soft lead a little hard to come by. If I sort out my range scrap a bit, will the lead from jacketed ammo work ok for a cap and ball revolver?

Yes. Your bullet might be a little hard to seat but it will work.

I don't want to damage anything, but wheel weights are practically non-existent here since they switched over to steel weights. I could buy lead flashing, but I'm not sure I'd be saving much over buying pre-made balls.

Range scrap, at least to me, is vastly different than wheel weight. Range scrap yes, wheel weight no if any other material available.
The range scrap I get is mostly jacketed with some cast in the mix. I know the jacketed lead is supposed to be soft, but I'm not sure how soft. I guess I could always just try some, and see how hard the ball shaves. :-)
