Well this IS as cheap as I can get it ! About 0.12 cents per round. Berdan primers S/H and Hazmat on my door for about $60 per 1K..........C/B Lee mold, using 25GR of IMR4895.
Wolf steel, range pick-up.....

I don't know...my sling shoots for a lot less. Probably doesn't group as well at longer ranges though.

I, too, am on a quest for cheap plinking rounds. I don't know if a reduced load using a fast powder will cycle your action or not, but it would reduce your powder bill quite a bit...

we ARE talking berdan primers.

PS,

have you read the tutorial sticky on converting berdan to boxer primers here? That could cut your primer cost to less than half.
