Who made decapping die marked ...

I have an otherwise unmarked decapping die marked "30-38-40 EXP." Any idea who made it? Yes, the spud in it will expand .30 cal, .38 cal, and .40 cal, but the 40 cal is so far up it would only work for a rifle, or perhaps for the 401 Herters?

That is a Herter's die. Would have to dig out the catalogs to see what they say about it. Belive it is just a sort of universal expander die for handguns. I have seen them included in the 401 die sets.
