Is there a method or die, that will put a larger meplat on my 7mm 168 RCBS boolit?

Yes,
If I understand your question correctly. If you are using a reloading press, you can adjust your point forming die up a bit so the point is not closed as much. With a Corbin press, adjust the punch so it doesn't push the bullet down as deep into the die, which is in the ram.

I thought that the OP was asking if there is a way to put a flater/bigger nose on a RCBS cast boolit.
The only way I know of is to run the cast boolit thru a 7mm swaging point die with a flat nose punch.
You might be able to bump it in a sizing/lube press with a flat point top punch and get it bigger.

Might also consider a meplat trimmer. No reason it would not work on lead tips, just might need some cleaning to prevent build up or something. Would have to obtain one that considers the ogive of the particular bullet. Cost might also be a prohibitive factor depending on the number of boolits that had to be modified.

Should be able to bump the nose up, if alloy isn't too hard
