Those powders don't work in Indiana. I tried, not good at all, went back home to Ohio and they worked fine. LOL Seriously, nigh a caseful with heavy bullets will get you around 2000fps. If that makes the recoil a bit heavy for you, you can cut the charge and use the plastic buffer type fillers. The powder not burning well might be a problem only in the northern part of Indiana. You'll for sure want to light them with a magnum primer.

I have used a case full of 5010 behind a variety of boolits in my M39 Finn. That super slow powder works better with the heaviest boolits, particularly the 311284 and 314299. The 311291 works but doesn't group as well. This stuff is pretty dirty and there is lots of unburned powder left in the bore and chamber.

Bartlett's has WC857 in stock which they claim to have a burn rate similar to RL-25 and/or H1000. Been trying to find a source for it locally; as this burn rate seems to be better suited to the 7.62x54r than the slower burn rate surplus powders listed above.

Matched with a 200-210 grn boolit this powder is worth testing. Just wish I could find a pound or two for my tests instead of paying 100's of $ for it in multiple jugs just to avoid a haz-mat shipping fee.
