can 300-221 brass be resized back to 221 fireball? i found brass for 24.50 per 300 count

The short answer is yes, just get ahold of a set of 221 forming dies. If it has been fired you may have to anneal the necks and you may get some thickening of the brass in the neck area along with wrinkles.

Be sure it was 221 to begin with not 223's that were cut back. Otherwise your necks will be way too thick. Going back to 22 cal you may need an intermediate die to prevent the cases from collapsing. You might be able to get away with using the seating die as a first sizer.
