While measuring the return spring, I put my VPM back together without it. The cavity block took a bit of effort to move, much to my surprise.
Got out the 3/32 hex wrench and backed the main pivot screw out a little at a time, tightening the set screw each time. Now the arm moves easily. So it seems that tightening the hex set screw does affect how tight the main pivot screw holds the arm down.
