I found this item in a box of vintage shot shell loading tools, although it is not old I believe it may be used to trim paper shot shells. The bottom part with the wood dowel spins, the top part I'll call it the handle (with the black knob). The part with the thumb screw has a blade clamped in it, the threaded end of the handle has a pin though it which lets it pivot upward. My guess is that you lift the handle upward slip a paper shell over the dowel, bring the handle down which brings the blade against the shell, you can then spin the dowel and trim the end?
