Been rode hard and put away wet. Pretty ugly rust in some areas.
I'd offer $75 and see what happens. Clearly the owner didn't care much about
it. This assumes it operates smoothly and that the turret bottom surface that
bears on the back strut is still smooth and not too pitted, with no wobble in
the ram or the turret pivot. Equipment that has been mistreated like that
sets off alarm bells in my mind. This is precision work and needs things to fit
closely and run smoothly on polished surfaces. Rust is a problem on any of
the working surfaces.

Hi Mike,
There are a lot of varaibles here. Is the owner a reloader? Is it something he found and trying to make money on? I would not offer anything,I would ask him what HE wants, that way you know what kind of market you are in! As an example I went to a mans house for an item on CL and while there noticed a Kennedy roll around tool chest that would be perfect to go along with my new mill. The chest had had a coke sprayed all over it with no clean up and was rusty in spots and needed a good overhaul but brand new was worth a cool $1000! I had a couple hundred figure in my head but kept my mouth shut and asked the gentleman what he wanted. He told me $40!
