From what I understand they are illegal to sell unless you have an FFL license. Cast projectiles are different.

It is illegal to "engage in the business" without a license, a one time sale does not constitute "engaged in the business", jacketed or lead.
A Type 06 FFL is required for manufacture of powder, primers, cases or bullets or completed ammunition cartridges.
"Engaged in the business" means the regular production with the motivation of profit. I was a licensed dealer and ammo manufacturer for 12 years full time so I was "engaged in the business". The 1986 Firearms Owners Protection Act loosened restrictions on sales interstate and brought some sanity to ammunition regulations.

just something showing the rim and headstamp, like 9mm, .40, .38, etc...

.38's don't swage well. Unless you trim off the rim.

definitely art, and probably conversation starters.

i might get into swaging eventually, i think they would run fine in my 10mm.

10mm is a fine cartridge for sure! many of use shooting the 40/10mm cal bullets. Great Bullet for sure! Couldn't ask for a better bullet to start a swaging hobby with IMOP!
