Powder Recommendation

I've been using 2.8gr of Bullseye w/ 148gr HBWC .38 Spcl in my Taurus 66 7-shot w/ a 4" barrel. I'm going to try a 124gr RNFP cast boolit (I'm competing in steel shooting matches) and wondered in anyone can recommend the best load. I also have Unique powder on hand.

I think the Cowboy shooters use something very close to that in their wheel guns and lever guns, so any guidance will be appreciated.

Your Bullseye will work fine for that application. I load 125 gr. RNFP for both our revolvers and Marlin Carbines for SASS matches. Just bump up your load about .5 grains and you'll be fine.
