I'll bet it has nothing to do with paper patches ...

You will need something like a small can or jar lid, that weighs the same as the original pan.

If you mean the pan to your powder scale you can make one from tin or aluminum, I prefer aluminum and I form them over a wooden billet with a lead hammer. Leave the edges over large and trim ti remove excess weight till the pan alone on the scale set for 0 balances. Last one I made was from a piece of aluminum from an old canteen cup.

There is a scale pan supplied with (I think) some electronic scales that looks like a marriage between a pan and a funnel.

Instead of a spout to pour out of, that side of the pan is shaped like half of a funnel ... with a neck that a case mouth can mate up with.

The part must be substantially heavier than a plain scale pan, so it would take some effort to make one that works with the scale.

It would probably be better to contact the scale maker and order a new pan/funnel.

It shouldn't have to weigh EXACTLY the same as an originally supplied pan; you should be able to zero out your scale with it on the platform. I posted a "WTB" powder pan a few years ago and got one for a couple of dollars. It works great on my electronic scale.
