What kind of sizing lube are you using?

That's some nasty scratching from the bottom of the die. I would adjust the die like normal, set it to touch the shell holder just before the ram reaches the top of its travel and cams over. You may need to set the decapping stem slightly higher.

If the inside of your die is rusted/ corroded, you may be better off getting a new set of dies.

Imperial sizing wax. I had it adjusted touching the shell holder. I'll try it again without the decapper.

Setting the die so the shell holder touches the bottom of the die is maximum sizing. In some rifles, that may be fine if the chamber is minimum dimensions, but if it isn't, you'll start seeing case head separations within 3 to 4 firings.

I adjust all my rifle dies by using a fired case that is too big to chamber. Screw the die down to the shell holder, back it off one and a half turns, then size the case. Try to chamber the sized case. If it won't chamber, screw the die in another 1/4 turn and repeat the procedure. Once you've found the correct setting, screw the die in another 1/8 turn and set the die lock ring. The die is now adjusted for THAT rifle and THAT press.

If those are actually scratches on your brass, the die has some form of corrosion or rough spots. However, seeing a burnished area just above the head is not unusual. It's caused by the normal expansion and resizing of the brass.

What 454PB said. Should be no reason to full length size any belted cartridge, particularly in a bolt rifle.

The statement about full length sizing not needed only works if the brass was fired in that rifle and if it was loaded as such to not over expand the web just forward of the belt.

if you have expansion just forward of the belt that will prevent chambering, you may have to use an innovative technologies collet sizing die to resize the area down (or some other method, I have found this die to be worth the price if you have many to do).
