I pretty much use 3.5g - 4g of any powder I have to make range loads. My favorite is 3.8g Titegroup or 231.

What would be a good starting point with hp-38/231?

The Lyman 49th Edition Reloader's Handbook shows a couple of 40 S&W loads using Winchester 231 Powder.
135grain JHP suggested starting grains 5.5 of 231 = 1005 fps from a 4 inch barrel.
150grain JHP suggested starting grains 5.0 of 231 = 799 fps from a 4 inch barrel.
These starting loads are shown at a conservative 17,800 to 17,900 cup and meant for J-word bullets.
I also show 1 cast load using a 150grain(#2Alloy) #401654 loaded to an OAL of 1.090
150grain LSWC suggested starting grains 5.5 of 231 = 1079 fps from a 4 inch barrel.
The cast lead load operates at 19,000 cup.
.40 S&W maximum pressure is 35,000 cup.
I would reduce the starting data by about 5% and work up a load like that using my own components.
You can also check http://data.hodgdon.com/main_menu.asp
It never hurts to check a few other sources to double, and even triple check your load data. Typos can happen, especially when you find information on the Internet.
I hope that helps some.
A lot of folks have better success with a heavier bullet in .40, in conjunction with a slower burning powder.
I personally have better results when using cast boolits in the 175 to 180 grain weight range along with a slower burning powder like Unique, or even Bluedot when hand loading for the 40 S&W.

Thank you! For some reason I changed my mind at the last minute when I placed my order (just started reloading a few months ago) and went with the 140 gr instead of the 180.
The second reply in this thread, does that seem like a pretty weak load for titegroup or 231/hp38?
