I want to use a 265 grain cast, plain-base bullet, loaded on top of H-110, in a .454 Casull Starline case. This would be fired from the short-barreled Ruger Alaskan .454 Casull. What recipe would get velocities between 1,000 and 1,100 fps?

H110 is not the best powder for what you are after. The pressures will be too low at 1000 to 1100 fps with such a light boolit resulting in under minimum charges and will likely result in having a boolit lodged in your barrel due to erratic ignition. Additionally, the short barrel isn't going to fully utilize H110 even with jacketed bullets with proper charge weights. I would look into a quicker powder for your boolit/velocity combo.
