i have been looking at a s&w 1903 hand eject is the 32/20 a hard cart. to load for beeing bottle neck and useing curent loading data safe

It is not hard to load for at all. Biggest problem is that the case mouth is thin, and vert fragile. Look at it wrong and you ruined a case. Care in sizing will help, this is not a case you can bang into the bottom of the size die, it will bend the mouth and ruin a case.
I have no idea about the strength of that revolver. I will let others answer that.

I started loading 32-20 in 1957 as a kid, been at it ever since. Always use the Lyman "M" die and most problems never happen.

I would check the S&W forum. I know that there were varying degrees of heat treating for the HE's. It seems like those after 1915 were heat treated for modern loads but not to 32-20 Rifle loads. Before that could easily be safe to shoot with your reloads tailored for the gun but maybe not at full velocity listed for pistol loads.
