Texan MIV Shotshell Press

I bought an old Texan MIV press to fix up. It seems to function pretty well but the head of the press rotates around. Is it supposed to rotate? What secures it if it is?

Found the set screws. I am tearing this down, cleaning and lubing and hope to have something working in a week or two.
