I found this load:
30-30 Winchester 170gr RNFPbb
PR: WLR CM: Rem TempF: 60 OAL: 2.550"
PT PW Vel SD GS

As you can see this is for a 170 gr.RNFPBB boolit.
** QUESTION-- can I use this charge with a LEE 113 Soupcan boolit?
If so, any idea the velocity?

you can safely use data for a heavier boolit when loading a lighter weight boolit due to the lighter weight projectile generating lower pressures than the same powder load would if pushing the heavier projectile, but make sure you do not confuse this principle. Getting it backwards would raise pressures and possibly damage you, your gun, and anyone near enough to get hit with the (possibly) resulting shrapnel.

now having said that, I have no idea what your velocity might be other than I am sure it would be significantly higher. I have been playing with the 90gr .314 Lee SWC sized to .311, but have been loading with around 4-6 gr Unique--velocity unknown, and getting mixed results accuracy wise.

Lyman 45th lists OTHER fast burners, but at higher starting charges than the highest you listed with Tite Group.

These are with 120gr GC 311441:

700x 6.5-8.0gr 1235-1401fps 27K-36.4K cup
Red Dot 6.8-9.0gr 1257-1481fps 25.8K-38.1K cup

As you can see, the starting velocity of these fast burners is lower than the highest charge you listed with Tite Group with the near 50% heavier bullet.
