There is a group buy NOE mold coming up to redo the Pope style Lyman 308403 boolit. It has tapered bands, so a regular lube sizer ruins these. Is pan lubing the way to go?

You could........... the old way was a lube pump (with appropriate die for the particular boolit), but they are hard to come by and a little expensive for what they are.

My father shot many of that particular Pope bullet when I was young at home.

He loaded the round completely without lube.The bullet seated only 1/16" or so into the case... They he took some B.V. Mack lube and heated it in a double boiler. He dipped each round and watched the molten lube as it solidified... At the right time he wiped just the nose section between his fingers and set the round into a cartridge block with only the rings lubed.
