I have a mk4 that I want to put a 1 peace stock. Question is there is a metal hoop in the back of the action, can I mill that off. Do I need that?

Yes, you need that. (And it's a No.4 MkI) How will you attach the stock to the receiver in a one piece design? I suppose if one were really determined, a way could be found to make it work. But why bother? The Brits found it to be satisfactory for about 70 years. If a one piece design were viable, I should think they would have engineered a change somewhere along the way.
