15meter is pointing you in the right direction. The cheapest tin, under the spot price per pound, is second hand pewter. That even makes allowance for the fact that modern food service pewter ranges in tin content from 92.5 to 97 percent (the balance is typically antimony and/or copper).
Cheapest to scrounge your own in second hand stores and estate sales, but even at S&S prices, you'll get it at less than half what Rotometals will charge you.
I thought that I posted an Ebay link in this thread for 10 lb pewter bars at $7.20 / lb. ( I have no connection to seller) Was it deleted for some reason or am I imagining things?
If you want 10 lbs of pewter for $72, search ebay for "pewter retiring." This is a retiring artist in RI selling his stash. I have ordered from him several times.

Even at 7 bucks a pound, that’s still expensive swarf (gotta admit, though, I’m contemplating the use of a band saw to cut down some big platters).
Melt the platters and pour into small muffin tins, making coin-like ingots. Pewter bends pretty easily. That's what I do.

I chopped them up with a big hatchet on a stump. They were tin with a small amount of antimony and bit of copper too. Mostly marked quadruple plate. If it's a food service item, has good heft and bends easily it's a good bet.
