Sizing Question when using PC Bullets

Is it best to size to throat or bore when using PC bullets in a rifle?

Bore size is the barrel measured inside the lands of the rifling, grove size, or I-2 thousandth over grove size dimension is what the boolit should be sized to. Anyway this is my understanding of barrel rifling terms and recommend sizing practices.

I use the same "rules" for PCed bullets that I use for plain nekkid lead...
