I don't think you'll be able to get enough 3031 into a case to get in trouble pressure wise.
I have gone up to 20 grains of both H4198 and Reloader7 with the Lee 155 grain cast and neither were hot loads. Both ran right around 1950-2000fps.
Since 3031 is a slower powder than either of those, you should be OK starting there or maybe a couple grains less if you want to be extra safe.
It might work out to be a nice combo!
I tried it. Lots of unburnt powder. Enough that some spilled into the chamber and could have caused a slamfire due to preventing proper chambering. Would be fine for a bolt gun or single feeding (slow bolt closure) in a Yugo with the gas turned off.
Accuracy was, meh. Not great, not horrible. Did much better with 4198 and 2400.
