Just got a new 650, works great, except the shellplate jerks at the last moment of indexing and jostles powder out of the top of small cases like 9mm. Apparently this is a common problem for the 650. I called Dillon twice, studied several forums, and finally found relief doing this: Cut half a coil off the bottom of the Index Ball Spring (#13997). This is the spring that puts tension under the Index Ball that causes the shellplate to stop at the right spot. This reduces the tension just a bit and it reduced the spillage by about 90% for me. Now a flake or two might come out, but not the mess that it used to make. Hope this helps.
