Have red dot, bullseye, and hp-38 on hand. Firing out of a German p-38 and a Belgium browning hi-power. Something strong enough to cycle the action but not strain the older p-38.

Start with the min load in any reloading manual. If that cycles the gun and still kicks too hard work down until the cases are reliably kicking out of the gun and stop there.
Not the same bullet I know but my standard plinking load for 9x19 is 3.5gn of Bullseye with the Lyman 124gn RN bullet.
3.5grs. Bullseye with 125gr rn shoots well in the P-38.
