any tapered wad punch wrapped with abrasive cloth will do the job -

...or grind a piece of high speed tool steel to suit the profile you want. Most anything will work for one job.
Believe it or not, emery cloth over a golf ball works extremely well.
I use a 3/4" abrasive grinding ball on a shaft that fits in my hand drill. Crown on a shotgun barrel just needs a bit of uniformity. Crown on a cowboy action shotgun needs very little messing with.
