I don't know what it is for sure, but I do think it is missing some parts.

It doesn't look like any stove lid lifter I ever saw.

I think it's a file handle, too. I recalling something similar in an old chainsaw sharpening kit

    I'm sure it's missing something.
    Probably a clamp or something.
It just looked so interesting and old.

It is a file handle missing the clamp.

Do a quickie search for 'antique file handle', go to 'images', and several pictures of them pop right up.

My standard Wild Guess when looking at a whatizit is Suppository Mould...

... But this can't be a suppository mould , not enough cavities !

Now all I have to do is find a clamp for it.
    Maybe make one.
Great, another project on the long, long, long list.

From looking at the pictures of them, the clamp doesn't look like much more than a ring with a threaded hole for a set screw.

I was thinking of bending a flat stock with three sides, and weld a nut covering the forth side.

Could it be a handle for another tool ?
We go through life trying to make the best decisions we can based on the best infomation we can find, that turns out to be wrong.

I second this, woodstove lid handle, on second thought it doesn't have the S shape, so yeah, I looked it up, file holder.

It is a file handle missing the clamp, not a guess as I have one.

File handle, NOT a ring lifter for a wood cookstove (or any cookstove). It is missing the 'clamp' part but one could be 'fashioned' as described. These are still available new, if you care to search.

Second om Beemer's observation; Gonra has it right, too. A heater hose clamp should be small enough to do the job.
