I did a couple of QL runs.
First is the "best case". I have a custom NLG TC 98 gr that I have used loading 32s. It is very short for a 98 gr, only 0.503" long. Some 32 ACPs may be able to handle a round 0.010" over SAAMI length. Combining these gets seating depth down to only 0.186".

If I could compress the powder as noted, I could safely fire a 3.0 gr Red Dot under a 98 gr bullet load in my stub tube Contender, but trust me I am not going to.
