I use a mini cut off saw with abrasive wheel for that. Have a diamond cut off for when I need to cut a piece of carbide to solder on and make a special cutter
I just clamp them in a vice and whack them with a hammer, they are brittle, they will snap off.
I don't make it any harder or more complicated than it needs to be.
I made a similar saw out of a battery powered angle grinder.
I used a wood cutting blade and used it for cutting trim molding for cabinet installations when I was doing construction.
The battery powered saw made things quicker since I didn't have to drag a power cord from house to house since the new houses and apartments did not have power turned on yet.

thats a unique setup. ive had some a pretty good collection of chunks of good old American made HSS for several decades now and never quite knew what to do with them. some are probably 2"x3"x3/4". its been years since I even opened that drawer of the tool cabinet. they are precision ground probably as square as gauge blocks or 123 blocks.
I use tiny to 1/4 inch that's all, the hammer snap works fine for these.
I've tried using a dremel with cut off wheels but not being steady enough they shatter. I may try to just snap them, though I often use 5/16 blanks and for my boring bars, some of these pieces are pretty short, so snapping that small off would be challenging I think.
I wanted something with a little oomph and can be pulled out quickly and clamped in a vice
Don’t for get to put a cloth over the hss steel before hitting with a hammer.
They can and will send thin razor sharp shards sometimes when hit.
Real easy way to loose one of the eyes god gave you.
We used to grind just a light notch where we wanted them to break off.

Use the reinforced cutoff wheels the little red ones are made out of unicorn droppings..
For .045" cutoff wheels in a 4 1/2" grinder, I try a lot of different kinds to see which lasts the longest, watched youtube tests to see which one wins, and in my own hands the DeWalt wheels they sell at Lowe's outlast the others 3 to 1. No wonder they are more expensive than the rest.
