    My first guess would be a Holland & Holland 700 Nitro Express rifle for African dangerous game.
    But they're rare, and anybody that can afford one isn't going to cast boolits for it.

    12 gauge. I'm not aware of anything else with a .730" barrel. There are of course a handful of versions for 12 gauge. You could definitely fire that bullet from a normal 2 3/4" 12 gauge plastic shell, it just wouldn't be going very fast. There is also a cartridge called 12ga From Hell, made by Ed Hubel. It is a 3 1/2" long brass case, and is loaded to moderate pressures. Do not quote me, but in an H&R, I recall Ed loading them to around 18,000 psi. I'm pretty sure in his falling block, and other strong actions, he loaded them to 25,000+ PSI. I'm guessing it could launch that bullet north of 2000 fps. You don't want to be on either end of it.

    I believe that skeetx nailed it. They don't have to be fired from a regular rifled barrel / rifled choke as well.
