Remove the extractor and gently bend it down toward the case when chambered. Had a similar problem with a 25/20 and now it throws empties about 3 feet over the top!

Bullet might be jammed in leade/throat/bore.
Sounds like a head space problem. You can see if the extractor snaps over the rim when you close the action. Two options to fix head space, set the barrel back or change the locking lugs with wider ones. VTI gun parts has new lugs listed for the ASM 1892, not sure if they will help but for $28 plus shipping it might be worth a try.
