    Black powder measuring devices are made from brass so they won't produce sparks. That's one of them.

    My thoughts also. Looks like it is made to be mounted, or fastened to something. If it is a measuring device for black powder, it is unlike anything I have seen.

    This one appears to be a slide, rather than a swivel. You tip the device up to fill it with the tapered portion aligned with the open measuring barrel, move the slide over to seal the barrel from leaking powder, and then when you insert the tapered part into the muzzle, you slide the device over to open it and drop the powder into the rifle barrel. Repeat the process for each shot.

    Thompson center black powder measure model number 7047. The funnel top slides to strike off the powder charge as opposed to pivots like most of the ones you normally see do.

    Not only for pistols, but also the smaller caliber squirrel rifles! (Have 2) would work better than the one I have going up to 120 grains and no funnel on it.

    It is a graduated measure to calibrate powder by volume, usually for black powder with the maximum measure of 100. At this 100 volume, it than can also be compared to the density of 100gr weighed black powder of another brand

    Early Thompson Center rifles came with one. I still have one somewhere ,I think
