I’ve never felt I had to. Reloaded many, and had primer pockets go first.
When you first see blowback at the case mouth and definitely first indication of split cases

I try to anneal every 5th or 6th firing. I did an experiment reloading the same 100 cases. If I annealed the cases after every 5th or so firing, that brass lasted a long time. Still using it. These were loaded with 15 to 20 grains of W748. I also found that they should be annealed after sizing/trimming/chamfering/deburring, as the necks can be damaged if too soft from annealing.

Most cases have the primer pocket enlarge after only 4 or 5 firings. I use Lapua now and they go more than 12 reloads without issue, even without annealing. I am happy with 1/2MOA groups.
never bothered plenty of free brass about .got more than i will ever wear out.
Every third loading for me on prairie dog ammo and every time for match ammo. On blasting ammo never. I am annealing for equal neck tension not case life. As stated the primer pockets tend to go before the necks for case life. Consistent neck tension gives the best accuracy.

I anneal all my centerfire rifle cases every 7th firing... I don't own a 223, but would do the same if I did.
never done it. I keep track of my larger caliber brass and after the 6th firing toss it and buy new. Only exceptions are 556 and 308 used in ars. they usually get tossed when the primer pocket wont hold a primer well. That happens usually way before a case splits.
It depends what you want. Just plinking I don't think I would waste my time. If you want best overall performance I would start out annealing every firing.
