Any ideas who Earl Cooley may have been?
Manufacturer or just some guy stamping his own tools?
Could not find anything with google search except

I don't know either. Anyone know of a target shooter or gunsmith in Ohio? This tool was found there.
Since the standard Ideal case sizers of the day were often unmarked except for caliber, could Mr Cooley have just stamped his to show ownership? What does the side look like? Any marks?
