Don't see any stamping of it being made in Italy.
It looks to be adjustable.
Maybe not for reloading????

Looks like it might adjust by screwing the thingy in the second photo that has the spring under it in or out, and then checking against a balance scale. You could always contact the seller for more info.

Similar functionality as the Dillon powder dispenser with a bet more interaction on the users part. The adjustment is on the "thingy" to dispense the desired charge load, case is under the drop spout to receive the powder charge. Seems like it is made for larger case mouth cartridges. And you would need a scale to calibrated the charge. Or dispense it into a powder pan for the scale. All metal, perhaps for black powder!

Resembles the Ponsness Warren System on the model 375. Instead of adjustable, PW uses a changeable bushing.
It looks like there is another piece missing, like a B&M style drop tube or something like that, maybe not adjustable.
It is adjustable.
In the last picture, I took the top off, you can see the sliding block.
Searched the web and found nothing.
Looks cool anyway.
You must like gadgets. Italian gadgets would be more gadgetity than American gadgets I suspect. A German gadget would out gadget every other gadget in the world of gadgets. Following that train of thought, would a Russian gadget be a block of steel?
If it isn't a pasta maker like Petrol & Powder said, it could be a meatball dispenser. The fat would be a automatic lubricator.
The Russian gadget will always be a copy of someone else's gadget.
The Chinese gadget will be a cheaper copy of the Russian copy.
To commemorate the gadget, I made meatballs (I suspect that's what it is).
Moving on from the pasta and meatball theme, how accurate is it as a powder thrower? It certainly appears well built and machined.
No, not meat balls.
Unless it's really, really small meat balls.
I always forget to put something for reference.
I will strive to do better in the future.

Any idea of the age of the measure? I like how they used the brass between the cast parts. Dissimilar metals and the graphite from the powder should make for smooth operation. There doesn't appear to be much wear on the parts seen.
It is used, but very little ware.
No date or any other markings on it.
