This is a one piece base for the REM 700 SA and I believe, low rings. I took them off a heavy barrel 700. The scope was a Leupold 6X Compact AO. It had plenty of clearance so I suspect a non-AO 40mm objective scope should clear nicely, although I wouldn't swear to that. I compared the OD of the 6X to a 3-9X Vari-XII and they were quite similar.
Years ago I used Buehler exclusively so I had a bunch of the little spacers. I'm not sure if I can find them now, but if I do I'll include them. As the rings are now, they were obviously fitted to a 1" scope so unless you have something really weird, they should be just fine as is.
