Looks like some kind of grenade launcher sight for a rifle that goes over the barrel.
The section with the vent holes goes towards the muzzle end.
I have never seen such for an M16/M4/AR15 type rifle,
must be some other kind of rifle.
I'm thinking WW2/Korea/Vietnam/African-bush-wars eras.

I'm almost sure it a night sight for a MAS 49/56.
I have one and it looks kind of like it.
Yes, as abunaitoo said, it's a grenade launcher sight for a french MAS.
