The sight (and scope base) manufacturers drill their sights to fit the gun it is listed for.

Thanks, pulled the Lyman off my 444 and it is built for a Winchester and the holes are lower on the receiver than my friends Williams 94/36. I am trying to find a Williams but everybody is out of stock.

Today most guns have common mounting holes predrilled and if not used plugged. Fortunately, this is one thing that tends to be standardized today among different manufacturers, however there are always exceptions.
